John Penney is a PDC 30 Business Agent, representing Local Union 607. As field representative, Penney monitors Boone, Lee, Stephenson, Jo Davies, Ogle, and Winnebago counties in Illinois, as well as Rock, Green, and Walworth counties in Wisconsin.

Along with serving as a Business Agent and Treasurer for Local 607, John is an Organizer for the Employer Recruitment and Retention office. He also serves as a Trustee for the Apprenticeship & Training Fund, and is a Council Representative.

John is very involved in the local community. He is a Board Member for the Salvation Army Paint-A-Thon and the United Way Success by 6. He serves as Recording Secretary for both Ken Rock Elderly Apartments and the Ken Rock Community Center. John is the Vice President for the Northwestern IL Building and Construction Trades Council; he is also the President of the Rockford Heat Basketball Organization. John is a Precinct Committeeman and the Head Coach for the 8th-grade girls AAU team, the Rockford Heat Black team.

John has worked for the Council since 2005. He graduated from PDC 30's Apprenticeship program in June of 2001. John became a union member in 1999, when he joined Local Union 607.
