Dave Panico is the STARs Coordinator and Outreach Associate for the LMIDF programs. Under this title, he serves as the District Council's point-person for STARs, the Drug-Free Program, and the new database and member ID program that keeps track of member certifications and training. He also assists the Director of Organizational Development in creating and improving the organizational strategies and processes within all member-funded entities of PDC 30.

Dave was first hired as an apprenticeship instructor in 2006; he has held his current position since 2008. Dave entered the Painters Union in 1992 when he joined Local Union 97 and began his apprenticeship as a painter. Dave graduated Apprentice of the Year in 1995.
